I am José Carmelo Llopis Benlloch, born the 24th of March, 1978. I speak spanish, english and valencian. I finalised the Law Degree (1996-2001) at the Universidad de Valencia. I passed the notarial capacity on 2008 and I was IT Delegate at the Notarial College of Murcia from 2009 to 2011. Currently:

On a local level within the Notarial College of Valencia, I am:

• Notary holder of the notarial office in Ayora (Valencia-Spain) since 2011.
• Mediator of the Solutio Litis Foundation since 2013.
• Member of the INV@ (Institute of Notarial Technologies on Valencia) since 2017.
• Member of the Working Groups of IVEN (Valencian Institute of Notarial Studies) to study Voluntary Jurisdiction Law (2015) and Real Estate Credit Contracts Law (2019).
• Speaker at the European Regulations 1103 and 1104/2016 Congress (Alicante, 2018)

On a national level:

Within the National Spanish Chamber of Notaries, I am:

• Spanish Delegate at the Council of the Notariats of the European Union (CNUE) on the New Technologies Working Group (since 2015), on the EUFides and Bartolus Working Group (since 2015 to 2019), on the New Technologies Futurology Forum (since 2016) and on the Data Protection Task Force (since 2018).
• Member of the Jurisprudence Working Group since 2014.
• Speaker at the Annual Conference on European Company Law and Corporate Governance 2017, organized by the Academy of European Law (ERA) on “Digital tools and processes in EU company law from the point of view of the notary”, Trier, 2017.
• Speaker at the XII National Notarial Congress, Málaga (2020) about “New Technologies and Notaries”.

Within ANCERT (Spanish Notarial Certification Agency, the technological Company of the Spanish Notarial Chamber):

• Member of the CAEMI (Comission of Strategical Affairs in the field of New Technologies) since 2017.

On an international level:

Within the Union Internacional del Notariado Latino (UINL), I am:

• Professor on the “New Technologies” theme on the Fifth World Notarial University (Rome, 2016).
• Spanish Speaker on the “Electronic notarial acts and paperless processes” theme at the XXVIII International Congress (Paris, 2016).

Within the Council of the Notariats of the UE (CNUE), I am:

• Member of the Scientific Committee and speaker on the theme “Consumer protection in the digital environment” of the 4th Congress of the Notaries of Europe (Santiago de Compostela, 2017).
• Delegate at the Advisory Committee of the Principles for a Data Economy Project of the European Law Institute (ELI) with the American Law Institute (ALI) since 2018.
• Delegate at the Advisory Committee of the Digital Inheritance Project of the European Law Institute (ELI) since 2019.

Also, I am:

• Occasional professor at UNED (Notarial Practise, 2014) and CEU San Pablo (Blockchain and New Techonologies, 2018, 2019) Universities.
• Professor for the General Council of the Judiciary about Civil Valencian Law, since 2016.
• Coordinator and speaker on the “Digital identity” and “Dynamic notarial documents” at the I NotarTIC Congress (Seville, 2016).
• Owner of the web and the blog https://www.notariallopis.es where I post concerning notaries, new technologies and european regulations, and of professional social networks like the twitter account @josecarmelollb.
